Tiberias was founded as the capital of Herod Antipas' kingdom around the year 20 CE. It was named Tiberias in honor of the reigning Roman Emperor Tiberius.

The Roman city was situated south of the modern city, from the ancient synagogue until the Archaeological Garden at the bottom of Mount Bernice. The city was the last residence of the Sanhedrin, and it was considered to be one of the four holy cities of the Jews in the Land of Israel.
According to Yossef Ben-Matityahu, Tiberias was located "close to the finest parts of the Galilee". So far excavations discovered the city gates, a basilica, bathhouses, a harbor and some residential houses.
